Added TODO file to document release management. Added Install text file that
at this point is just a link to the install instructions in the source docs at
pysal.org. Since INSTALL.TXT is outside the sphinx source document tree, I
think it will not be able to pull it in to the source docs. Should probably add
a blurb about building your own docs in the INSTALL file. Eliminated the
_figures directory and moved pysalgraph.png to _static to comply with
sphinx standards. Edited files that call that image to maintain linkage.
